Arthur R. Salinas, Sex Offender, Accused of Sexually Assaulting S.F. Woman in Cathedral Hill
Officer Albie Esparza says that on Saturday about 11 p.m., a woman struck up a conversation with the suspect, identified as Arthur R. Salinas, while making a purchase at a store on the 1400 block of Sutter Street. The woman left the store and the suspect walked alongside her for about a block until they reached a stairwell.
The suspect pushed the victim into the stairwell where he "overpowered her" and violently attacked her, according to police.
The suspect ran off and the victim went home to the 1400 block of Bush Street where, about 5 a.m., her roommate called 911. The victim was taken to a local hospital where she's being treated.
While investigating the incident, officers learned that the victim had picked up evidence from the crime scene which led cops to identify Salinas as the suspect. Police would not say what that evidence was.
Police combed the crime scene and found even more evidence leading them to their suspect. Officers searched the neighborhood for Salinas until they contacted an apartment building manager on the 1300 block of Sutter Street who recognized the suspect from the police description.
Shortly after, police spotted Salinas at the corner of Franklin and Sutter streets and arrested him on suspicion of kidnapping, false imprisonment, and several counts of aggravated assault and sexual assault. He was also booked on charges of failing to register as a sex offender and on a sexual offender parole warrant issued by the Texas Department of Corrections.
Due to his criminal history as a sex offender in Texas, investigators will be checking any open cases to determine if Salinas may be involved in any unsolved sexual assaults right here in San Francisco.
