Donald Casper Update: Reward Increases in Fatal Hit-and-Run of S.F. Commissioner

It's been more than three months since former San Francisco Civil Service Commissioner Donald Casper was tragically killed while jogging on a rural road in Sonoma County -- and police have made no arrests, nor have they named a suspect.

Frustrated by the lack of progress, the cops have increased the reward to $50,000, hoping someone will come forward with good information.

"We have followed up on over 100 leads, but have no new information," said CHP Officer Jonathan Sloat. "We are hoping that this additional enticement will lead to someone speaking up. We know that someone out there has information."

The 63-year-old had been visiting friends in Forrestville when he decided to go out for an evening run. He left shortly before 7 p.m. on Aug. 14 and was gone for 90 minutes when his friend Linda went looking for him.

She found Casper on the side of River Road bleeding. Skid marks were nearby.

Police were lucky enough to get surveillance video from a nearby winery, which showed the vehicle they believe sped off after hitting Casper. The CHP has been looking for a 2004-2008, white, four-door F-150 XLT or Lariat with a gold band around the bottom. The truck possibly has damage to its right bumper.

Casper served on the Civil Service Commission for the past 11 years, arbitrating labor disputes and establishing wages, work rules, and benefits for city employees. But his most notable brush with the public came when he refused to acquiesce to then-Gov. Arnold Schwarzenegger's plan to sell off a state buildings for some quick cash only to lease them back at a major loss to taxpayers.

He was also the former chair of the San Francisco Republican Party.
