Gov. Jerry Brown Signs Bill That Heads Off Local Ban on Circumcisions

Intactivists hopes are snipped -- for good
The controversy over male circumcisions has officially been nipped in the bud. Governor Jerry Brown on Sunday signed off on a new law that puts the kibosh on local cities and counties looking to criminalize circumcision for males younger than 18.

Lawmakers passed the bill last month, claiming a circumcision ban would strip people of their religious freedom and medical rights.

The bill was signed into law just two months after a judge cut San Francisco's controversial circumcision ban from the November ballot, saying it would violate state law that prevents cities and counties from regulating medical services. Attorneys for proponents of the ban argued that circumcisions are the equivalent of genital mutilation, something from which state law protects females. But that argument didn't fly with lawmakers, who recognized that circumcision is a deep tradition among some religious groups.

San Francisco's Jewish community filed a lawsuit attempting to block the local ban, which would have prevented anyone from snipping off the foreskin of a male younger than 18; religious leaders argued that there are huge health benefits to circumcision, including a reduced risk of HIV.

Amid that legal battle, Assemblyman Mike Gatto, (D-Burbank) along with Assemblywoman Fiona Ma (D-San Francisco) introduced A.B. 768, explaining that this would prevent local governments from creating their own "patchwork of regulations" to deal with medical procedures recognized by the state, which includes circumcision.

Circumcision causes significant pain and trauma, behavioral and neurological changes in infants, potential parental stress from persistent crying (colic) of infants, disrupted bonding between parent and child, and risk of surgical complications. Other consequences of circumcision include loss of a natural, healthy, functioning body part, reduced sexual pleasure, potential psychological problems, and unknown negative effects that have not been studied.

Some circumcised men resent that they are circumcised. Sexual anxieties, reduced emotional expression, low self-esteem, avoidance of intimacy, and depression are also reported. Some doctors refuse to perform circumcisions because of ethical reasons.

Relying on the presumed authorities (e.g., American Academy of Pediatrics or doctors who echo AAP views) is not sufficient (see http://www.circumcision.org/mi....

Would Brown sign a similar bill on Female circumcision? Oh no, there it is called mutilation!!! Male genital mutilation is referred to by a more civilized word - circumcision. Why is that? Why is it ok to torture male children but not female? Why this discrimination?

Apparently gender discrimination only applies to females in this country.  People complain about torturing enemy combatants in Guantanamo Bay and then embrace torturing innocent helpless children who have never done anything to anybody, just as long as the child is male.

Passing laws that exclusively protect females while ignoring males, and then taking it a step further by passing additional laws to 100% guarantee that males are not protected just highlights the blatant inequality and unfairness when it comes to male circumcision.  It is counter productive to the pro-circumcision people.  It may work for the short term, but long term its just going to wake people up.

Hey lunk-head. Uncircumcision was meant for dogs and other animals. Wake up and accept the fact we are human beings who are suppose to be above the animal kingdom. Govenor Jerry Brown did the right thing signing that bill. Those babies need to leave the hospitals resembling 21st century civilized Americans, not like Tarzan or some other Tongo from a jungle. And those folks who spent all day holding up "ban circumcision" signs need to go see a shrink. They should be ashamed of themselves.

Circumcision is the complete opposite of being civilized.  Circumcision literally goes back to the days of cavemen.  So I guess since cavemen did something that makes it civilized and it means that we should be doing it in the 21st century.  That makes a lot of sense.  The word "circumcision" is nothing more than playing games with semantics to camouflage it for what it really is, a bizarre sexual mutilation torture ritual.  And if your theory that humans need to be circumcised because we are above animals is correct, then how come males are the only ones that need to be circumcised?  If a female is not circumcised then by your definition wouldn't she have an animal vagina?

Circumcision is the exact opposite of being civilized.  Circumcision literally goes back to the days of cavemen.  So I guess since cavemen did something that means that it was civilized and we should be doing it in the 21st century.  The word "circumcision" is nothing more than playing games with semantics to camouflage it for what it really is, a bizarre sexual mutilation torture ritual.  Sometimes when done for religious reasons, after circumcising the baby they then give his painful wounded penis a sloppy blow job.  You don't believe me?  Just check out the link to the video below of a rabi openly and proudly bragging about how he performs oral sex on children.  At one point he even says, "what you really need is a quick sucking action!"  Here is the link.

Is this your idea of civilized?  Anybody that supports this disgusting vile behavior is nothing but a ruthless child molester.

My sympathy goes out to both sides, tradition vs elective medical procedure, no winners here.

Does your sympathy go out to both sides when it comes to female circumcision too?  That would be equal.

So, male circumcision is okay because it is a "deep tradition among some religious groups."  Guess what, female circumcision is also a deep tradition among some religious groups, but we don't allow female circumcision just because it is for religion do we?  Why do you think some cultures practice female circumcision, for giggles and ha has?  It is obviously done because some people feel strongly that female circumcision is required for religious reasons.

Let's clear up what circumcision is.  The word "circumcision" is nothing more than playing games with semantics to camouflage it for what it really is; a bizarre, sexual mutilation torture ritual.  I hear it all the time, "banning circumcision violates religious freedom so a ban would be illegal".  Let's analyze this statement.  Isn't sexual abuse and rape illegal?  Isn't child abuse illegal?  Isn't' torture illegal?  Isn't discrimination based on gender illegal?  Isn't' theft illegal? (circumcision is theft, it is stealing a person's normal body parts)  And yes, violating religious freedom is also illegal.  Banning circumcision does not violate religious freedom, it actually protects religious freedom.  What about the religious freedom of the person being circumcised?  Apparently the religious freedom of the person being circumcised does not mean anything to the thuggish lawmakers and media who use NAZI tactics.  Religious freedom means that ever person has a right to practice whatever religion they want.  People do not have to practice the same religion as their parents.  They have a right to choose a different religion, or to be an atheist and have no religion.  Circumcising a person against their will is permanently imposing a religion upon them.  Parents can raise their children to be a certain religion until the child turns 18 years old; but a parent does not have a right to permanently impose a religion upon their child for an entire lifetime.  Can a parent force a circumcision on a 30 year old son?  I don't see how it is different form circumcision a baby.  By the time the person is 40 he is going to be circumcised weather it was done to him at age 30 or age 0, so whats the difference?  Religious freedom is not unlimited.   Religious freedom has boundaries.  A person's right to religious freedom comes to an IMMEDIATE end the moment that another person's rights are infringed upon.  Religious freedom does not mean that a person has a right to run around imposing their religion upon others just because it is their religion to do so.  A Mormon cant' marry a 13 year old girl just because it is their religion.  But for some reason a Jew can literately pull down a boy's pants, take a razor blade and carve up his penis like a Thanksgiving turkey and mutilate it, maim it and disfigure it beyond all recognition.  How is that okay?  Since when is it okay to brutally attack children in the name of religion?  It is illegal to circumcise females for religious reasons and it should be just as illegal to circumcise males for religious reasons.

Sometimes when circumcision is done for religious reasons, after maiming and torturing the child, they then give the baby's painful wounded penis a sloppy blow job.  You don't believe me?  Here is a link of a rabi openly and proudly bragging about how he performs oral sex on children.  He even says at one point, "what you really need is a rapid sucking motion."  Check out this video of the disgusting bloodthirsty savage.

http://www.youtube.com/watch?v...

I'm curious, should this be allowed for religious freedom?  If literally consuming human blood is not bloodthirsty then I don't know what is.  Passing NAZI style laws that protect females while ignoring males, and then taking it a step further by passing additional laws to 100% guarantee that males are not protected is only going to point out how wrong and unfair male circumcision is even more.  It is counter productive for the pro-circumcision child molesters.  I am 24 years old and I guarantee you that male circumcision will be illegal in my lifetime.
