Sixteen years later ...
More than 15 years after the killing of Vincent Betancourt and his nephew, Ruben Solis, a man turned himself in to police this week, claiming responsibility for the shootings.

Police arrested 33-year-old Douglas Cabrera on suspicion of shooting the 31-year-old Betancourt and the 24-year-old Solis on December 20, 1995. The two men were drinking beer at Garfield Park in the Mission District around 2:50 a.m. when they were shot to death.

"It was unusual they were out there at 2 in the morning," San Francisco Police Inspector Napoleon Hendrix was quoted as saying in a 1996 Chronicle article.

Neither men was affiliated with a gang. According to the 1996 Chron story, Solis was killed immediately, while Betancourt was shot in the back as he tried to run away. As he cowered over the pavement, the suspect shot him several more times, killing him.

Witnesses told police that they saw two men running away after the shooting.

Cabrera has been charged with two counts of murder. He is being held in the San Francisco County Jail.
