Genius Thief Attempts to Steal Fire Department Emergency Vehicle

The description of the vehicle in question: "A San Francisco Fire Department emergency vehicle; red paint with light bar, radio, microphone and telephone installed in the floorboard and plates."
The thief chose a method of entering the vehicle as low tech as the vehicle is high-tech: He busted a window.
This took place in the unit block of Theresa at around 3:45 in the morning on Monday.
When a motorist idled to wait for the emergency vehicle's parking space, the thief grew skittish and ran off. He is described as a Hispanic man, between 25 and 35 standing 5-foot-8 and weighing a hefty 210 pounds. He was last seen wearing a white and green hoody and jeans.
It's a distinctive outfit. It would go well with a red and white vehicle with sirens and lights.
