Tesoro Refinery Spews Black Smoke

A power outage apparently forced workers in the Tesoro refinery on the outskirts of Martinez to burn off excessive amounts of material, leading to an ongoing plume of black smoke blanketing the area.

Those who'd rather not inhale said smoke are advised to stay indoors.

The PG&E  power outage that triggered today's burnoff a shade after 4 p.m. also left some 17,000 area residents in the dark.

The smoke cloud is expected to drift toward Bay Point. The burnoff is expected to continue for a few more hours.
