Paul Williams is accused of being a very bad neighbor
Paul Williams, a 64-year-old resident at 550 Leavenworth, has been arrested and charged with igniting a fire that gutted the apartment building.

The Sunday morning two-alarm fire damaged nine units of the apartment building and displaced all 25 of the structure's residents due to electrical problems.

Fellow residents of the Colonade Apartments reported they saw Williams "stumbling out of his room with smoke coming out of it" at around 8:30 yesterday morning. The 64-year-old was booked for arson and for possession of flammable substances.

Williams' background is unknown, according to the San Francisco Police.
