That makes our projected 62 seem semitropical -- unless you're huddled in the shadow of Oil Can Henry's quick lube on Folsom, where most days it's lake-effect freeze-y. That's where Windy City expats Yvonne Long and Natalie McMahon serve up authentic Vienna Beef hot dogs from street cart Da Beef. Pickle spear, lurid green relish, pinkish tomato slices: It's all there, packed in a Gonnella bun from Chi-town. Eat while standing -- body-length down coat, ear-flap cap, and snow booties optional.
